Tutorial:

Open new image 700x700, white background
Open frame element  Summer Of Liberty Frames (5)
Resize by 70%, add shadow
Use paper Summer of Liberty Papers (15) resize by 80%
Select frame layer, select with magic wand inside the frame
go to selection modify expand  by 8
Past the paper as new layer, go to selections modify invert
Press delete on keyboard
Add another frame behind all of that Summer Of Liberty Frames (7)
Resize by 80%
Also behind the tube paste Summer Of Liberty (32)
Resize by 60% duplicate and mirror image
On the left the boat element Summer Of Liberty (62)
Resize by 40% , duplicate and mirror


Position the tube in the middle
I choose tube by Zlata M from Pfd
Behind the tube position element Summer Of Liberty (51)
Resize by 50% and erase the excess corners
Behind that position another element Summer Of Liberty (107)
Resize by 70%

Now in front of the tube
Start with red flower Summer Of Liberty (84)
Resize by 20% and duplicate 4 times, position beside each other
In front of that add flower Summer Of Liberty (93)
Duplicate 3 times and position between red flowers
On top of that position the Summer Of Liberty (109)
On top of that wordart  Summer Of Liberty (108)
Add  effects, plugins, Eye candy 4000 and gradient glow
These are the numbers: color white, 3.0. 0.0 , 100
